Quite. Both requires you to join blocks together in forms of 3-in-a-row or more. However, very obviously Meteos is harder - just joining them won't eliminate the blocks. instead, you need to do that multiple times to launch all blocks back to space!
Also, TA only let you horizontally move the blocks, and Meteos only let you do that vertically.
Both of them are made into Flash movies by various people, so you can check that out first.

Also, Tetris Attack is super-awesome, while I haven't played Meteos yet. Another difference right there!

Surely you mean is meteos like tetris attack, as TA came out first (in 1990-something)..unless nintendo have done a remake, without me noticing it?!

The game itself has repeated many times, but none followed the TA story. Today Dr Mario & Panel De Pon is out together with Mario Tennis Advance! (Well, not "today"... it's 1:00 in Japan now.)

Don't know about a definite PAL release, but if memory serves me right, it was also released in 1996 over here. Definitely before the N64 came out. I remember playing it on the old Game Boy.
