The Luigi sprite in the Super Mario All*Stars version of Super Mario World doesn't look too good, because of the nose. When you compare that Luigi sprite to the SMW Mario sprite, Luigi's nose looks larger and longer than Mario's. If you compare the official art of Luigi to the official art of Mario, you'll notice that Mario's nose is longer and larger than Luigi's. When that Luigi sprite faces straight toward the viewer (or camera), his nose looks so awkward, it's hard to tell whether that curved line is his mustache, the darker part of his nose, or BOTH.
This Luigi sprite is pretty annoying, in my opinion. It's been used in Flash animations more than any other Luigi sprite. I believe people should replace it with the Super Mario Advance 2 Luigi sprite. Even though, it's brighter, it would look better if its colors were switched to the same colors of the All*Stars version.

I'm not entirely sure who put together that sprite... as the Super Mario All-Stars + Super Mario World cart was non-Japan, it makes me think that sprite may have been put together by NoA rather than Nintendo. It doesn't look that good - the ones in the other All-Stars games are a lot cleaner and better assembled.
I think people use it in their Flashes because it's a neat, geeky little curio - a strange Luigi sprite in a rare-ish game that didn't appear in any other.

They probably just stretched up Mario and colored his clothes differently.

I imagine the reason they use that sprite is because it's Super Mario All-Stars + Super Mario World. They can use sprites from all five games without worrying that they look weird together.

wanderingshadow said what I want to say.
Athough people have done SMA2 Luigi in SMAS colour sheets before, SMAS sprites remain the most common used. I used Luigi sprites from there for my earlier works too. (In the future, though, in normal cases I'll just go with Paper Mario sprites because they give the least pixelated feeling. i'm too lazy to vectorize the though, I've done only 4 characters so far and probably would stop.)

The reason why the SMA2 sprite seems better is because the one from SMA2 is essentially a modified version of Luigi from Super Mario Advance, which was a modified version of the All-Star SMB2 sprite, which was based on the design of Luigi in Super Mario Bros. 2, which is the game that GAVE Luigi a different look from Mario, and thus defined Luigi's unique look.

Hold done, what was the first game's art work that made luigi look different than Mario? was it mad by NoA or Nintedo?

Well, the Japanese Super Mario Bros. 2 (Lost Levels) promotional art was really the first place where Luigi was made taller and looked different to Mario.
As for spritework, the first one was Super Mario Bros. 2 (USA). But contrary to what you might think, the changes in that game were done in Japan, and not by NoA.
