It's a tough one... you really have to measure their respective actions against each other...
Ganondorf is no doubt evil to his very core... but he's only trying to take over Hyrule... Andross tried to take over a whole Solar System! That means Andross wins for me.
Besides... he's a psychic, telekinetic monkey brain! It's the kind of thing all people DREAM of!
Edit: Yes, okay... Mother Brain tried to take over a whole galaxy... but she's just a brain... not a MONKEY brain!

I think Rocket Leader Sakaki is possibly Giovanni, but I'm not sure... I hate when people use Japanese Pokémon names...  I'd say either Mother Brain or Andross, and since Mother Brain has less votes, I'll go for her. |

To be percised Medeus is from Fire Emblem: Dragon of Darkness and Sword of Light, he's the leader of Mamcoots. And Sakaki is Giovanni's Original Name. Surge, Sabrina, Koga, Blaine, Will and Karen were part of his team Blaine possibly the one who created Mewtwo in the manga series. I'm very pleaded answer the question. |

Dark Matter.
It's more powerful than King Dedede, It can possess anything, It made itself a fricking copy of Meta-Knight, and it doesn't even show mercy to little Fairies!
Also, the O2 boss was the coolest thing ever.

I picked Ganon. The others aren't developed enough for me to think they are really, really evil.
And since when do the other gym leaders have anything to do with Giovanni? And the guy who created Mewtwo is named Dr. Fuji. In FireRed LeafGreen you can get a picture of him and Blaine together.

I think he was talking about the manga... I remember Koga working for Team Rocket in that, but I never liked the manga much. In the games it's pretty clear that Koga's a nice guy, what with his patrolling the Safari Zone and everything... |

I picked Bowser. He's not afraid to keep fighting for the same goal (Princess Peach), but he manages to do it in a new and interesting way each time.

I say Ganon. He fights by any means neccicarry(spelled wrong). But you have to give bowser props. He's Persistant.
Still that was a hard desition

I once compiled a list of the best Video game villains. Out of all the ones you've given, Ganon was the highest ranked on my list.
