Oh yeah, when I bought a British gaming Magazine of this June/July? when they said something like "Mario Golf is going to release soon" or something, I thought it was an old issue but then I figured uot it was extremly delayed in Europe, but why the delay? is Animal Crossing ever going to release over there?

No real reason has been given for the Mario Golf delay. Animal Crossing was going to come out here, then Nintendo Europe confirmed it wasn't. Then this year, around the time of E3, Nintendo Europe confirmed that it will finally be translated and receive a European release...
The head of Nintendo Europe said it was due to Nintendo fans pleading them, and also due to wanting to release Animal Crossing 2 (not yet shown) and DS Animal Crossing in Europe. The translators who worked on Pokemon Colosseum are supposed to be working very hard at it as we speak, and it will be out in September.

Oh I see. I live in an Arabic country and for some reason we get both PAL and NTSC releases(all my games are NTSC) I wouldn't worry, but I feel sorry for Europeins not able to play the marveles Animal Crossing.

Well, some of us were clever enough to import the game from the US and use a Freeloader to play it on a PAL console.

They didn't make different systems because they wanted to. NTSC and PAL aren't kinds of videogame consoles... they're kinds of television sets. NTSC and PAL TVs operate significantly differently to each other. Both have good points and bad points, but PAL picture quality is better overall.
Now, if you have to plug in a thing to your TV, it will have to send a signal to the TV in the same format or the picture will be scrambled. Video recorders, DVD players, Satellite/Cable TV boxes and videogame consoles all have to be changed so they work with the TV they are attached to.
This is why PAL systems used to have big borders at the top and bottom of the screen - because of the way the picture is refreshed it required a lot of work to change a game from NTSC to PAL. Thankfully these days the borders have gone thanks to the hard work of localization teams.

Well, there are no restrictions on Game Boy games, so there is no effect. I don't know what the restrictions on the Game Boy Player / Super Game Boy hardware are, but I imagine they're the same as the carts.
I imagine an NTSC Gamecube would not be compatible with a PAL Game Boy Player anyway.

I meant, more or less, a PAL GBA game in a NTSC GB Player.

You might have trouble finding a PAL GBA game, or an NTSC GBA game for that matter... because they don't usually run on TV screens they're not adapted to run with PAL or NTSC frequencies. It's the NTSC Game Boy Player that needs to be compatible with the console and TV, rather than the GBA game.

It just got me thinking. If they can pull it off so that a NTSC GBA game will run on a PAL GB Player/GCN/TV... why can't they develop games that run on universal systems?
Though I guess that's more regional blockout than anything.

Yep, pretty much! I think it's actually against some fair trade law to have regional lockouts, but all the big companies are doing it (and only the Australian courts seem particularly peeved about it).
