Sure... snow is white and therefore reflects light and heat. While the temperatures for maintaining snow have to be quite low, it's entirely possible to get sunburn on a sunny, snowy day. You could say that the polar bear is just prepared for such an eventuality.

Also... how else is he meant to show off his wares to the lay-deez!
