Both. The marketeers obviously believe Americans love musclemen based on past trends. Any 80's and 90's cartoon show, WWE, nearly every Genesis game evars...

I wonder. The Machop family never really looked like they fit in the series. I wonder if these were "Jokémon" that the developers threw in to poke fun at these musclebound American suggestions.

They look more like the characters from Cho Aniki or Kinnikuman to me, which means they were likely based on yet another Japanese gag archetype.
