Hopfully people will be able to get it in america by using haxing skills and using some program like they did to get the E3 demos and the Jump Superstars patch.

Isn't Elite Beat Agents, just Ouendan with a western-ised track list replacing all of the J-Pop songs?

No. They basically redid the whole game - different stories, characters, music... the game mechanic stayed the same, but it was a major localisation project.
