Well, the reason of mentioning NoA is that they're doing the pretty much the same thing as 4Kids. They keep Japanese title be unreleased there (Look at F-Zero Climax), and sometimes, mess them up (Compare WarioWare Twisted of the two regional versions). Well, nobody has said F-Zero Climax isn't coming out in the US and Europe yet... they're just not out yet because GP Legend was released recently. Nintendo Europe, on the other hand, got its act together and gave us a load of games early and with the original Japanese title... but they've lost it again, holding back guaranteed sellers, and draining the release schedules until the Christmas season.

Generally, any company that caters to the Saturday morning crowd is going to change a pretty good chunk of an import to fit the way they think it should be for their country. That's why anime fans consider 4Kids to be the bane of their existence. I'm still steamed they got One Piece and butchered it to oblivion.
But didn't Nintendo start their own animation sector to handle such things a while back?

an example would pokemon gold, silver,cristal ,ect. but after gold and silver they started became monotunous and kinda lame

Except they didn't... and Ruby/Sapphire was absolutely awesome
