Could've been Jupiter. They make some hardware, and might put together something crazy like that.

I find it odd that that thing is listed alongside the main consoles as a piece of Nintendo hardware on the Japanese website though

The website says Nintendo actually.

But I know for a fact Nintendo developed it. The same team responsible for the tilt cartridge technology. I read a Japanese interview with the creative chief at Nintendo demonstrating it and explaining how he came up with the idea.
