Yes, it's basically a control pad that plugs into the TV. It has all of the chipsets of the N64, and many N64 games are being released for it for the first time... officially that is. Games such as Super Mario 64, Yoshi's Story, Starfox 64, and F-Zero X have been released already.
It's part of Nintendo's aim to conquer piracy in the country, as if they can get their foot in the door of the world's most populous country, it's a good money earner.
Nintendo have also recently released the Game Boy Advance in China to much acclaim. It seems they have their eye on profits for a few years to come.
