I have heard recently that this game has already been released in Japan and was wondering if anyone here has played it, and can tell me if I need to play Wind Waker first to understand the story. I am planning on getting this game as it being the only Zelda game on the DS, but I have never owned a Gamecube, nor do I plan on buying a GC remote for my Wii anytime soon...

I doubt you need to understand the story to be able to play the game. It will probably be somehow linked to the Wind Waker what with it being a direct sequel and all, but I don't think that will pose much of a problem.
But still, play Wind Waker. It's an incredible game and in my opinion it's even better than Twilight Princess. It's well worth tracking down and getting a GameCube controller for. (Or, if you're patient, you could wait for the rumoured Wii remake of the game)

I preferred TP, only because it's longer and had more in common with the rest of the series. But WW was damn awesome nonetheless, once you got into pratting around with the camera during the boring sailing bits.

My suggestion is to get a GC controller and the game before too late. I want to havethat game, but it's toolatefor me... And I'm not getting Phantom Hourglass without this. (But I got the 1/3-related Four Swords Adventures anyway...)
