For starters, they both take place in the future, they have some story behind them, and they involve racing.

Mach Rider takes place on a motorcycle after Mach Rider's town was destroyed where he shoots people.
F-Zero is simply racing in the future.

And seeing as they were both developed internally by two different teams, and how F-Zero was produced to show off the SNES's Mode 7 scaling technology, I think we can safely say the answer to your question is...
No, don't think such silly things.
Otherwise we could say Wipeout and Extreme G are also derived from Mach Rider by being futuristic racing titles. Mach Rider really wasn't popular enough to warrant a following.

Was StarFox Adventures derived from Mach Rider? That's futuristic, has some story behind it, and involves racing in places.

No. I think F-Zero was based after a real thing, like F-1 Grand Prix.

Err... INTV... the whole point behind the name (and it's even mentioned in F-Zero's story) is that F-Zero was based on the old F-1 races back on Earth. It doesn't take a genius to work that one out
