I was just wondering if this could count as a cameo because the kirby game was made by HAL laboratory.
I also once read on a starfox site saying that that the name of the arwing is supposed to be a reference to Argonaut, the team that made the first starfox game.
Would these count as cameos?

The Arwing one could be possible... but Halberd being a reference to HAL isn't likely. It's just named after a weapon.

Well, Halberd is obviously a reference to HAL, even though it is also the name of a real weapon. The Arwing thing, again, is also true. Whether they count as cameos? They could do. I see no harm in adding them as such

It's also not the first time they've done something like that. The hero of their NES game, Air Fortress, was named Hal Bailman.

It's also not the first time they've done something like that. The hero of their NES game, Air Fortress, was named Hal Bailman. Not to mention having a sign for HAL Labs in Earthbound. I want to think it said something like "In the mountains beneath Mt. Fuji, HAL Labs." If I remember correctly, it was in Threed.
