This was found by a good friend of mine named DOPPLY. I'm wondering if it's considered a Easter Egg.

That would be "The Banana Enemy".

Where is it found? I've got every Shine and don't remember seeing anything like it.

I assume this is in some sort of debugging level found by using a cheating device or a glitch or something... in that case the developers didn't intend players to find this, so it wouldn't be an easter egg.
But yeah, what is that? I've never seen it or even heard about it on the internet (and I know my internets).

If it's from a debug level then it is not an Easter Egg.
Easter Eggs are hard to describe - generally they are hidden codes, hidden things you can do that aren't necessary to beat the game, and unlockables.
Things not possible without an Action Replay (or similar) do not count as Easter Eggs. They are fun though, and I'd be interested to find out where you got that screenshot from.

I got it from Nintendo's Forums. It's basically some thing that poops out enemys. The only name that I've found for it is "The Banana Thing". What's interesting is that this thing was supposed to be in the game. Someone remembers seeing it in a Video for Super Mario Sunshine.

If Fry included things that were planned but never made it into the game, he'd have a LOT to add to the site.
Somebody really needs to make some kind of database dedicated to stuff that never made it into games, though. There's a lot of really interesting stuff like that in Zelda and Sonic game history.

What's interesting is that this thing was supposed to be in the game. Someone remembers seeing it in a Video for Super Mario Sunshine. That's not what I would call "confirmation" - there were a LOT of things in early SMS videos, and I can safely confirm that that isn't one of those things. There were Petey Piranha heads, human beings, but no monster-pooping banana creatures. I'm not saying that it wasn't supposed to be something at one point, because clearly it was, but it's just an untextured, unfinished pair of legs. There is no way Nintendo would have put that into a promotional video like that.

I assumed this was a joke about how that thing looks like a literal [easter] egg. But with legs.
YOU BETTER RUN EGG!

Yep, its from the hacked debug level. I remember seeing it on a free DVD that came with a previous issue of NGamer magazine, that explored hidden stuff and glitches in Mario games. That place was just nuts.

You can see weird stuff on YouTube.
Say, Fry, are you ever going to put up working titles for released games (example: Pokémon Crystal was "Pokémon X")
