Well, the game was a 3D movie maker thing that was bundled (I think) with the 64DD. The video is a parody of the popular "Kochikame" anime and manga that has over 70 volumes and is the longest running manga in Weekly Shonen Jump.

I believe we have a Talent Studio appearance, in one of the default movies where an old man was going to be run down by a car.
I'm guessing, given the guns and blood, that this is a fan creation - so you can add the song to your own videos? Well, that's definitely worth a mention on the Totaka's Song page! ;D
