This shows up on mine at least. (SSBM v1.0 NCST USA) First go to the options menu where you can turn off the music. Now go to Event mode and select Bounty Hunters. You might want your TV turned up a bit. I can only get a few syllables.
The message is during the loading time.
Any one else get this?

I know whenever I do this with the sound on, the sound of jungle animals plays during the load time...haven't tried it without sound tho.

You can hear it with the music on it's just easier with the music off. The message apperes to have a bit of white noise in it so I don't think it's part of the level.

I can't. My GameCube is broken. : ( I need a Wii. But that does sound weird. Maybe you are just imagining things?

I can hear somthing! (PAL version)
It's not a message (can't hear any words or human voices) that for sure. When you hear it, it start off like a wave (like on a beach) or a water sound than its proceeds into some sort of animal sound (like a bird or a seal for some reason).
I think the sound is just from the start of the Jungle Japes stage. You can hear it (manly the wave sound but not the animal sound) if you do the Jungle Japes stage in multiplayer.

I managed to hear a little of the same noises when entering Lord of the Jungle (set in the Kongo Jungle stage).
Did you look for it in the Sound Test?
