It is Delfino Square - but its a new landing point for Delfino Square. So now we know 3 (front area where statue was, steps near the back of the marketplace, rooftops) and can assume a 4th (top of the shine monument). Isn't there supposed to be a red pipe where Bowser is standing in the picture below?  |

All you do is stand underneath one of the two huts in front of where the hotel is supposed to be and spray outward until there's no more you can easily hit. Then you move out to one of the water fountains nearby and use your hover nozzle, or spinjump while spraying the regular nozzle. XD
But that's...lessee. In front of the Bianco Hills statue, on top of the buildings near the Sirena Beach pipe, the western and eastern islands, the stairs at the Noki Bay warp point, and probably on top of the Shine Gate. Five or six different spots so far, and probably more to be revealed later on.
