Well we don't really know for sure that any of them are starters if you want to look at it that way - just because you play as Kirby in the first level of Adventure Mode, or you play against Bowser and Dedede in the first Event Match, doesn't really mean you'd by default be able to use them when you choose your character for classic / multiplayer / etc.

Though it no doubt will be the case, you can't really claim it 'confirmed' until it actually is.
