That must be it. After all, it's the Catfish's Maw where you first use the Hookshot (though I kinda remember you also use one in the Turtle Rock).

It vaguely looks like Bowser. I distinctly remember it in the game, but to me I thought it was more of a dragon.
Speaking of Bowser statues, weren't there a couple in front of the mansion in Diamond and Pearl? The mansion where you can catch Eeevee's and Pichu's and all those rare lil' babies.

They do look like him but they're likely just a 3-D version of similar statues you see in other Pokémon games (resembling the Monster Egg group sprite as seen here).  If Bowser were a Pokémon, he'd probably be one of them. |
