When I was watching this game play video of the Game Boy game, Radar Mission, I noticed that the player uses Star symbols (which is probably the Orange Star symbol), while the player's enemy uses Moon symbols (which is probably the Blue Moon symbol). Both Radar Mission and the Famicom/Advance Wars series are naval-based games created by Nintendo. The Famicom/Advance Wars series is about turn-based strategy that takes place mostly on land, while Radar Mission is mostly about two different minigames in one that takes place in the ocean(s). Is this a spin-off, a cameo appearance, or neither?

I will concede that the star and moon may be a reference to Famicom Wars... Having Nintendo's two war games use the same icons for the good guys and bad guys seems likely to be a reference.
But I wouldn't say it was a spinoff. Perhaps in development it was going to be a spinoff or an experiment within the same series, but was turned into something else when Game Boy Wars began development? I don't know, I'm just guessing.

Is it just a Japanese thing? The Sega Saturn/Playstation game Grandia uses a star and a moon as the symbols of two squads of the enemy army.

That's either |1.| a coincidence or |2.| a tribute to the Famicom/Advance Wars series, like how the Guardian Heroes includes two characters named Edward M. Cognac and Randy M. Green because of Guardian Heroes character designer, HAN (漢炎剣) being a fan of Data East's arcade game, The Cliffhanger: Edward Randy (known in Japan simply as Edward Randy). Gunstar Heroes, another game designed by HAN, also shows influences from the same arcade game.
