From what I understand, the Robot Masters in MM10 were designed by the production staff. It makes me sad that there's no lady Robot Master this time (Kchu, Splashwoman has two friends that would beg to argue with your statement ), but I'll keep my hopes up for MM11.

Are we REALLY debating the capacity for video game characters to have gender? Because when it comes right down to it, Mario's testicles have never been shown. What do we have to go on to determine the femininity of a Pikachu other than the word of the game? Is Samus a chick? I mean, we've never seen below her belt. When it comes to video games, it's the ACCEPTED gender of the character, not the factual rod-or-hole. It's what makes the Birdo debate exist: Birdo is depicted with every female stereotype in the gaming world and is called male. By calling to question whether or not Splash Woman is a female or gender neutral because she's a robot, you're throwing everyone's accepted gender out the window whether or not they have an accepted gender and are basically saying that, since we've never seen Mario's nuts, we could very well call Mario female. Splash Woman is accepted as female, she has boobs, she has a midriff, hell, she's flat-out named Splash Woman. Why question it?

It'd be the same if all those characters were ROBOTS. Mechanical Pokémon are genderless too, y'know.
You might find it ridiculous, but I find the complaint that none of the Robot Masters in this game are female just as ridiculous. Because none of them are male either. Because they're ROBOTS. It's like complaining that there aren't enough female Coke machines around.

I guess some people mind gender diversity in video games more than others (enough to like or dislike them in mechanical creatures). To me, it doesn't matter if they're male or female Robot Masters.
But I know I'd rather have a mermaid robot than a merman robot. The trick is to make them female when it will match their theme. Hornet Man was almost going to be a Hornet Woman, which may have worked, too.
@savage Adam: that was actually a female human with improvements (like a cyborg), rather than a robot.

It's like complaining that there aren't enough female Coke machines around. First of all, Ditto trumps all when it comes to Pokemon-breeding arguments. We humans may not have any clue as to how Magnemite have kids, and it's possible not even they know, but Ditto seems to, which implies there is gender in the mechanical Pokemon somewhere. Second of all, a robot's programming are what determines gender in a robot (in the event that design does not allow for visual identification, in fact, this is the only sexually identifying mark in robots.) Splash Woman is female because she has a feminine programming. In Splash's case, she also has a feminine body-structure, making her female in spite of lack of robotic capacity. Third off, we have no evidence that Dr. Light DIDN'T make them sexual. Remember, they're Androids. How far did Dr. Light go? No one can be sure. And so, once again, I bring back my point: What's Mario? We haven't seen his nuts, how do we know he's not a female? By the logic that Mega Man characters, who have no discernable genitalia, are all nonsexual, we're brought back to the capacity to question the gender of even organic characters since we haven't seen anything down below on them, either.

Ignoring technicalities, Shrikeswind was right - it's all a matter of surface value. It's along the same parallel that Vivian (PM: TTYL) is male in Japan and Female in the US and UK. Splashwoman has ta-tas, and is named - you know - Splashwoman.
I'm one of those people Johans mentioned who prefers gender diversity. Splashwoman is the first female character in Classic Megaman who can actually, you know, fight, which is awesome if you ask me. Equal opportunity, motherfuckers! \m/ \m/

This is a FICTIONAL VIDEO GAME about IMPOSSIBLY HUMANOID robots! A game where the SAME ALBERT EINSTIEN PARODY has unleashed EIGHT EVIL ROBOTS who are all CONVENTIENLY WEAK AGAINST ONE ANOTHER'S WEAPONS well over TEN TIMES. And the protagonists are NAMED AFTER GENRES OF MUSIC. And LITTLE GUYS WITH CONSTRUCTION HELMETS are a recurring enemy. And....I think you get where I'm going with this.
