A-HA! It's one of the two games I mentioned, but it's the other one that is the answer! Axe mania (斧マニア) is an enemy General in Chapter 23 of Fire Emblem: Thracia 776, famous for carrying 5 axes with him: Master Axe (the master series of weapons are the best in this game), Venom Axe, Poleax, Hammer and Killer Axe. Few FE enemies carry 5 weapons, let alone 5 of the same type. There is an entry in the FE Dictionary Atwiki (Japanese, of course) talking about him. I'll roll out my next (easier IMO, and international) question later on, which will be the last of my series.

It's not a Nintendo-published title, unlike my previous two questions. * Technically, it's not really a "mode" select, but you do hear it in a top-level menu.
