This showed up in several sites and NA version 3DS units across the world.

I got this too. It's not like Nintendo to have this slipped to the public.

My bet is that the date and details for the GBA VCs will be announced soon.

You're not supposed to do anything. This is likely an accident where an internal test accidentally went live.

I don't know why is the eShop sending the message though - and not the Ambassador Certificate. So there is a chance that it could be something else.
