What has affectionately been referred to as the "3DS November Update" is now available (07/12/11), and appears to be available worldwide.
This adds a new StreetPass Quest, Puzzle Swap puzzles and SpotPass functionality, the ability to record and edit 3D videos, and download demos from the eShop (amongst other things).
Still no GBA games just yet, but while Nintendo Spain suggested they had been delayed until 2012, Nintendo UK has once again reiterated their intention to release them before the end of the year. Well... They'd better hurry up on that!

I've just messed around it a bit. StreetPass Mii Plaza has lots to see there.
I wonder if there's any way to convert other 3D videos to Nintendo 3DS format. It should make 3DS Camera convnient as a movie player.

3DS is not very popular in Helsinki, so I couldn't do much with Streetpass...
The update's good though, easy connection to friend's game, hohoo.

With my 100 Play Coins and handful of StreetPasses I have made it through quite a chunk of StreetPass Quest II. Annoyingly, it has split paths with different hats, so it'll probably require at least 3 playthroughs.
My Mii is now wearing a pirate hat. There's cameo hats too: Yoshi, Arwing, and I've even heard someone got an Epona hat!
I hope you unlock the Princess hair. My Mii looks so pretty as a princess!
There's also an achievements list. Some of them seem a little mad! I doubt I will ever completely complete the game now. Wah! But who knows what the next few years of 3DS play will bring. It's not even a year old yet!
Got one new Donkey Kong Country Returns panel for the Puzzle Swap as well.

I was surprised to hear that apparently there is a Rhythm Heaven puzzle. I can't wait to get that one.

Got Super Mario 3D Land panel, a 40-piece one. Here are them all... I thought they were going to be about three or something. Too bad there's no Nintendo Zone for me.

A guy on Gaf said he got a Skyward Sword one, so there are at least eight of them assuming he's telling the truth.
I'm surprised there hasn't been a Kid Icarus puzzle. I guess they're waiting for the next update.

Apparently there's 52 hats. I'm not sure if this means there's now 52 hats total, or 52 hats alone in StreetPass Quest II... I will count the question marks in my list.

Got one piece for Star Fox 64 3D, Zelda OoT 3D and Mario 3D Land. Tried to buy one more piece before my "budget" runs out (not to spend more than 10 coins per day on average), but for some reason the game thinks I should land on an existing piece at a 3-in-88 chance. StreetPass Quest: The prices for the potions are somewhat unjustified. 8 coins for bringing... 3 heroes back? Early battles are easy, and later on there are ghosts with 2 defense and if you happen to miss hired heroes of similar colours, you can end up wasting two days' worth of coins all in one go (I think). ( incomplete spoiler list) 58 new hats alone. The total would be 74.

With so many good things in this update (and so many attractive games this season), I forgot something I've wished for since June. A gift option on the eShop!

I envy those of you who have actual Street Pass activity in your day-to-day lives. I'm almost always in three places: home, work, or driving, none of which leave much room for Passing 3DS users on the Street. I'll have to wait for next summer to roll around, where I can carry about my 3DS during conventions and get droves of Miis to help dungeon crawl for me. Law of averages, I suppose.
Me, I'm mostly excited for the update with the GBA Ambassador titles. Come on, Nintendo!
