I've heard you can't currently pick up a Fire Emblem Awakening piece on a North American/European 3DS from a Japanese 3DS. Is this true?

Yes, that's true
The NA/EU 3DS will tell you that the puzzle is from something that you'll get only from SpotPass, and is not available yet.
(By the way, with two 3DS collecting puzzles has been easier for me - for each person I've tagged with, I can get two of their pieces. Just get one in each system, and I'll eventually get the other when I StreetPass myself.)

I suspect since Fire Emblem: Awakening is coming to Europe, then that implies Europe may be getting it soon. This thread on NeoGAF speculates it may be coming to America as well, due to StreetPass Mii Plaza saying "This is a new panel that you can't see yet." and the way that if you pass a user with Fire Emblem: Awakening pieces, it would appear as " ". I wonder however, if there was a franchise Nintendo wanted to promote with a Puzzle Panel (say a Calcio Bit puzzle) but had no plans to localize, would it still say "you can't see it yet", even if it wasn't likely going to make it overseas? I'm considering getting a Japanese 3DS due to some interesting eShop content, but in particular the only games I'm interested in at the moment are Denpa Ningen, Balloon Fight GB and probably Trade & Battle: Card Hero (I have it on cartridge, but my save battery is dead) and the Calcio Bit sequel. Denpa Ningen is an RPG developed by Genius Sonority where you collect little people from thin air and use them in battle. It quickly became the top-rated third-party game on the Japanese eShop, and I can see some elements of Pokémon Colosseum and Pokémon XD and Dragon Quest in it, so I'm quite interested in buying it. Do you know of any good Japanese 3DS games that probably won't be coming to North America and Europe? Level-5's upcoming Danball Senki game for 3DS looks rather interesting.

Ok, so it looks like I don't have to hope a japanese guy comes here with a 3ds
I literally have 1 piece left to complete all the puzzles, and it's a pink piece in the Mario Tennis Open panel.

...And the Japanese eShop doesn't have the $x.99 plus tax nonsense. It's much easier to plan ahead to spent all the money with the Japanese version.
There are a lot of suspections that FE13 will eventually reach the American market, one being that NOA registered the domain name "fireemblemawakening" or something like that, although that alone doesn't mean anything special.
It'd be silly not to sell it in America, though. It's the second best-selling Fire Emblem ever (counting in time factors), and has already beaten FE8~10 (which has been selling for years) within the first three weeks.
