This has become quite popular on the Internet now.
Some new Pokémon sprite art was revealed in an official Pokémon manga this week, known as "Satoshi Tajiri: The Man Who Created Pokémon" (not to be confused with the similarly named book with concept art "Satoshi Tajiri: A Man Who Created Pokémon").

Many of these Pokémon (Deer, Crocky, Cactus, Jaggu, two unknown Pokémon including an elephant and what may have been finalized as Seel) are now on Bulbapedia's article about the subject of unused Pokémon as well.

These discoveries, curiously are not long after an unused Pokémon called Gorochu (an unused evolution of Raichu) was confirmed to have been planned for the game.
It's speculated that because there are 39 MissingNo. entries in the game and 151+39 is 190, the staff at Game Freak used 190 as a 'baseline' for the amount of Pokémon to add in to the game, and those Pokémon that were either not added into the game or were removed remain as MissingNo.
If the numbers in the first scan are in fact the index numbers (as supported by Diglett having the correct index number in the scan (059)), then it's possible that Deer, Crocky, Cactus, Jaggu due to occupying MissingNo. indices, either were removed and became MissingNo. and/or were just assigned those index numbers in the plan but were never added to the game.
"Crystal_" (who is known for deconstructing MissingNo. in these videos (1 2) puts it on Twitter like you have 190 rooms, with some of those being decorated and others being left empty.
I feel prerelease information is really fascinating and you don't always see it hidden within in the final game. Before these discoveries, the last time we got to find out about actual sprite art was reportedly an obscure reveal of Pokémon named Kokana, Kasanagi, Kasanagi's evolution on Game Freak's website in 1997, however the fact that it ever appeared on their website is now difficult to prove.
Strangely enough, this actually may have not been the first time we've seen unused Pokémon in Pokémon manga, but it was assumed those aren't actual unused Pokémon. These include one of Red's Pokémon in "The Big Battle In The Viridian Forest!!" (Pokémon Pocket Monsters manga chapter 2) and Marin (a fan created Pokémon for Magical Pokémon Journey). Both are described in the following Bulbapedia article:
