"Full" is defined here where you upload all the known music from a game in a single video. I used to prefer full soundtrack ones, but on hindsight I prefer individual uploads; because (depending on the video platform) you can put them in a playlist, and still give them a long length. That way you won't get bored listening to songs you don't like or it might be easier to move to the next video. (Like by using L and R on the Nintendo Switch app).
It also eliminates the need to add/use time stamps. Additionally, sometimes unused tracks become found later (this can happen in ROMs when the track is unreferenced by its pointer).
On the other hand, it can make channels longer/more difficult to navigate.

Single videos with the full soundtrack are good if I want to hear the whole soundtrack of a game, and as you say, it can be time-stamped for finding individual tracks.
However, I think I prefer single track videos because I usually search for individual tracks, and it's easier to find those when they are their own video.

I'd say the best way to listen to game music is actually within the game itself if they have music players, since game music tracks are looped and most general music players don't support that.
As for hosting these music on video sharing sites, the best way is to host the actual ripped songs elsewhere and give a download link. If the video themselves are to contain the music, do so in a per-track basis and put them in a playlist.
Also don't make a fuss if they get taken down. It technically is piracy.

Evil Evie (at least I don't watch pirated anime/films and it's only a part of the game coping mechanism but tbh it bugs me, these are old games some very unlikely to see official soundtrack releases (like Time Twist I mean), yet things like this happen. Though yeah, pride can be a dangerous thing.
I still like YouTube for some reason though.
