I'm just curious about how some of you manage to keep dust and (dare I say it) smudges off of your Gameboy and DS screens. I'm afraid to put liquid cleaner anywhere near my portables, so I'm usually stuck rubbing the screens gently with a soft tissue, praying I don't accidentally scratch them. Are there more efficient ways to keep the screens clean?

I've never damaged a screen by rubbing it with my t-shirt, or whatever else I'm wearing at the time.
DS is slightly harder, as the touch screen often smudges up at inopportune moments, meaning I have to wipe it... which usually unpauses it or activates something.

I'll use a piece of cloth that is used for cleaning eye glasses to duel with the consoles. For DS, I do what NoA said - use a toothbrush to duel with the touch screen.

I use my shirt, too. With the bottom screen of the DS I just make sure I'm somewhere where even if it unpauses, I'm safe.

But its much easier to see the dust if the game is on, and if I do it when the game is off I can't see what I'm doing a generally leave a smudge which annoys me more than what was originally there.

I have screen protectors on my DS. It still gets dusty, but I don't have to worry about scratches.

Well, maybe you're right. In this case, the safest place would be the BIOS screen. (Or maybe, if you want, clean at the "Are you sure to erase the backup data" screen.)
