SEGA - Correct me if I'm not exactly correct on this. Opa-opa of the Fantasy Zone series was their first mascot, then Alex Kidd and now it's Sonic the Hedgehog.
Konami - It's either Simon Belmont or Solid Snake. Before they became mascots, there was Konami Man of the Konami Wai Wai World series.
Capcom - Captain Commando was probably their first mascot (or was it the Yashichi), then came Mega Man and/or Ryu.
Irem - The R-9 from the R-TYPE series.
Natsume - The young male farmer of the Harvest Moon series.
Titus - Titus the Fox.
Japan System Supply - Probably Chalvo from Bound High! (canceled) and Chalvo 55 (Japan-only).
3DO (now defunct) - The General of the Army Men series.
id Software - Either Commander Keen (Commander Keen series) or Flynn Taggart (DooM series).
Midway - Either Scorpion or Sub-Zero of the Mortal Kombat series.
3D Realms - Probably Duke Nukem.
Sierra Games (a.k.a. Sierra Entertainment) - Either some furry alien that was usually seen at the beginning of most old Sierra games or Gordon Freeman (from the Half-Life series).
Sunsoft - It's not Aero the Acro-Bat, because when Aero the Acro-Bat was released for the Game Boy Advance, it wasn't developed nor published by Sunsoft. I believe their mascot is actually Hebereke (a.k.a. Hebe in Japan) from the Hebereke series. The first Hebereke game was released in the PAL regions as Ufouria: The Saga, which had Hebereke renamed as Bop-Louie and had his appearance changed. Strangely, when the Playstation version of Hebereke Station Popoitto was released in Europe as Hebereke's Popoitto, Sunsoft didn't change Hebereke to Bop-Louie for some reason. This probably means that Hebereke is Hebe's official English name. Hebereke has made numerous appearances, including some mobile phone games. Here is what he looks like:
Or it's probably the overrated Gonbe (ごんべ) from the arcade and NES game, Ikki. He's the one in the middle of this image holding a bamboo stick.
Data East (currently defunct): Karnov.
Before Karnov, Data East's mascot was Peter Pepper of the Burger Time series:
SNK (now merged into Playmore): I don't know what their current mascot is, but here is a list of characters that used to be mascots. One of them might be the mascot of SNK/Playmore.
* Some pit bull
* Princess Athena (from Athena)
* Ukee the monkey - Later became Terry Bogard's pet.
* G-Mantle - He usually made a bunch of cameo appearances in several NeoGeo games by SNK. His appearance resembles V from V for Vendetta.
* Terry Bogard - First appeared in the first Fatal Fury game, and then later appeared in every game in The King of Fighters series.
* Nakoruru - From the Samurai Showdown series. She's a common mascot for SNK's social action programs for children and nature awareness campaigns, sometimes being paired with Terry Bogard for such events.
* Kyo Kusanagi - He is seen more often than Terry Bogard in SNK's largest series, The King of Fighters. Kyo was also seen facing Ryu from the Street Fighter series in the SNK VS. Capcom intro.
