I'm surprised you nixed off Super Arrow. A superhero in cape and outfit would be a funny inclusion into Brawl, since there's really no other character like that to put in. My money is still on Jody, Black Shadow, or no one. I can't see him using anyone else. And I think an AX fighter is more unlikely than Rick Wheeler. But hey, maybe we'll get Kent Akechi.

If we get Kent then Sakurai's not in the correct direction of being true to the most obscure things.
Black Shadow is all we got, as Goroh's not happening. Maybe EAD or Jody... maybe even Pico, but yeah. I would like to see Deathborn as a boss, though.

If we get Kent then Sakurai's not in the correct direction of being true to the most obscure things. ...Uh? As far as I'm aware, Maximum Velocity is the most obscure and forgotten F-Zero game of the ones that were actually released worldwide.

We will get 1 F-Zero character because its a franchise based around cars, not the drivers. Captain Falcon already takes the core element of the series - speed - and bases an entirely made up moveset around it. Thats the only character F-Zero really needs. Wait for a Smash Bros style racing game for F-Zero love.
If anybody did get in, it would have to be Pico. One of the original 4, notable within the F-Zero universe (not outside, though, but none really are... not even Falcon, really), visually unique (Jody Summers isn't), and has a backstory that would lend itself to being a Brawler. But I don't see it happening unless the character list breaks above the 40 character mark.

AX is pretty rare, but since everything in it is uncluded in GX, it doesn't really count as much as far as obscure characters go. AX is basically a GX made of unlockables, after all.

Futuristic military-type? How so? She's a member of the Galactic Space Federation, same as John Tanaka. As for another F-Zero playable character, I'll go for either Deathborn or Black Shadow being the most likely candidates. Although, I'd like to see James McCloud Vs. Fox McCloud.

I'd say AX gives it a run for its money. *Goes to find sales figures* A little late but eh. I believe Velocity was the second best selling F-Zero game in Japan. One reason for less love is that sales have not been good for F-Zero in Japan. The first and Velocity did well, but the others were along side Mother.

Okay, so I've been thinking about some Item ideas I posted a couple days ago. Here's a little more in-depthness.
Since F-Zero doesn't really have much to draw from, I'll stick with course hazards that you can throw at terrain to change the effect. F-Zero GX, from my recollection, has four different types of status-altering terrain:
Pit Area: Pink and apparently lacking in traction if you actually stand on it, the Pit Area makes the ground a little slippery, but you can recover health while standing on it. Since SSB hasn't had a passive recovery item yet, this would be pretty original.
Ice Patch: This terrain-changing item makes the ground much more slippery than the Pit Area; here, it's easy to slip and fall over, or collide with other characters to cause damage. This is especially effective when covering an edge because the slick surface means it can't be gripped.
Sand Trap: The inverted version of Ice Patch, the Sand Trap makes anyone who steps in it slow and heavy. Movement and jumping ability are both reduced, but it also means you're harder to get knocked away as well.
Magma Trap: The Magma Trap is the inverse of the Pit Area--rather than healing you, you take gradual damage from standing on it. However, you can't be sent flying just from touching it. Traction and weight are not affected, but lingering on this terrain is not a smart idea.
And, for good measure...
Landmine: This trap is both a blessing and a curse; running into it causes you to spring up high in the air, but each time you do it explodes beneath you and causes damage; it's great if you want to avoid a problematic area of battle or for catching your foes off-guard, but it can screw you if you're not careful.

How about this for an item.....
Restore unit(not sure it's name) Once activated, it will work as a heal spot. When under it, your health will restore. Beware, as it will move. It flys away when gone.

Oooh yeah, based on GX. "RESTART!!!!" Nice idea. Might even work to save you from falling off the edge once, like that supposed Tails Assist Trophy.
