The gameplay is similar to the original Shinobi, but includes cutscenes like in Ninja Gaiden. You can also catch and interrogate enemies.

A little too vague, eh? All right, then here's your next clue.
Clue 2: You earn money to buy extra items, including a jet pack and SCUBA gear. Also, shooting the NPC's causes a speech bubble saying "NO!" to appear over their heads.

I guess I've stumped you guys for the second time. The correct answer is... Clash at Demonhead for the NES by Vic Tokai. For failing to provide a correct answer, I am deducting one point from everyone's score. Just kidding. This next clue should be a little easier... Clue: This is a turn-based strategy game, similar to Romance of the Three Kingdoms or Nobunaga's Ambition, except that you play as Napoleon Bonaparte.
