I think it's all part of the framing Dr. Light plot. They never expect Wily to make a Female Robot Master. Either that or even Wily has realized that he's running out of words to call them, and decided to just build Splash Woman to see if he can get away with a female Robot Master.
Also, Plug Man is obviously the electricity-wielding one... You know, like a spark plug or an electrical plug. Unfortunally, this means his weapon will likely be strong against Splash Woman.

Well... in the UK we call electrical sockets "Plugs" so it's not that weird to me

We're so messed up >.< Originally, I read "plug" to mean "fire plug" which some people call a "fire hydrant" out west. So like... a firefighter guy with water powers XD

I thought plug made perfect sense to me. Like "plugging in your toaster" kind of sense. Not only is it logical, but also makes delicious toast. Only... Plug Man presumably doesn't actually make toast.

They even kept the cliche 'Dr. Wily is at it again!' plot Eh, it sure beats trying to reinvent it. Mr. X and Dr. Cossack? The original series is always the best. All this ZX, Zero, Battle Network, Star Force bullsh it...BLURGH

Incidentally, looks like Mega Man 9 is 360/PS3 bound as well. It goes back and forth. It is, then it isn't. I'm wondering if it isn't, if only because NP had the exclusive.
