Of course, some characters have the ability to move around when crouching, thus crawling.
But has anyone found out how this can prove useful for them?
Here are the characters who are able to crawl for your convenience (I may be missing some):
Luigi Bowser Diddy Kong Yoshi Wario Sheik Zero Suit Samus Pikachu Squirtle Ivysaur Lucario Snake

It could be useful for D-Tilts and such, and snake is pretty unnoticable in shadow moses. That help?

Crawling's good to dodge even more attacks.
Plus, for some characters it fits their personality or build. But for some you wonder why they got the move over ones that SHOULD be able to crawl. Gonna do a list.
Characters who crawl in their games enough to deserve the move are as follows:
-Solid Snake- One of the most important controls in the Metal Gear series since Metal Gear 2. You won't survive without it. Hell, I bet Snake was a primary factor to the inclusion of this move.
-Wario- He often has to crawl through tight paths in Wario Land games, in Shake It! he can crawl at anytime.
-Diddy Kong- Fits the idea of a monkey and you'd be surprised if he DIDN'T do it.
-Luigi- The way he does it is in a cowardly style so it fits him.
-Zero Suit Samus- Zero Mission's new part with stealth relied on crawling a lot.
Ivysaur and Squirtle- Turtles walk on all fours generally, Ivysaur is already on all fours and it just works out that way.
Pikachu- See Ivysaur.
Bowser- See Squirtle.
Sheik- With all her acrobatic moves and ways of avoiding Link, easy to picture her crawling at any time.
Characters who SHOULD be able to crawl-
-Mario. It's a move in SM64 and it can be done anytime. It's in Galaxy too, though nothing from Galaxy got into Brawl without coincidence (evil Bowser just happened to be something done in both, and well the Mario Tornado's always in Smash)
-Toon Link- Look at Wind Waker. Other Links crawl when they're absolutely forced to, and they don't do it a lot. Hero of the Winds Link has it as an OPTION ALL THE TIME.
Others I dunno why they can crawl. Lucario maybe because he's a canine sort of pocket monster? And Yoshi I never recall crawling in his games.

DK. He and Diddy were able to automatically crawl under the rocks in the cave levels in DKC.

Hell I think all characters should be able to crawl or at least squat-walk. Why shouldn't they?!
I wish Yoshi crawled like he did in Yoshi's Story.

Should they all wall-jump and wall cling as well? I think Yoshi's doing it because he's basically lying down when he's crouching.

Should they all wall-jump and wall cling as well? No. Crawling is one thing. ANYONE can crawl. Babies crawl. Wall-jumping is totally different.

Samus needs the Morph Ball for a Crawl... THERE, I said it :0 That would be interesting. Yesterday, I was watching my bro brawling, and he performed a Forward Roll below the first wall of blocks in the World 1-2 variation of Mushroomy Kingdom. So Samus used a Morph Ball of sorts... It looked so Metroid!

I don't know why, but for a second, I read that first part as "I was watching wrestling with my brother".

I've never actually found a use for crawling...not that I regularly use a character who can crawl anyway.

Sheik and Snake can actually use it for stealth in 4 player matches, depending on the stage, of course.

Let's see... Kirby doesn't crawl. DDD doesn't crawl. Meta doesn't crawl. And they're my top 3 fighters. Why should I even bother to learn about this move? My Arceus, that explains why I'm todded so frequently.
