I can't see Lucario crawling mainly due to the big spike sticking out of his chest. Well, look at how he's doing it. |

As for most of them being able or unable to crawl, it's kind of a common sense thing.
King Dedede can't do it because his (rather unexpected) crouching animation doesn't even allow it.
Yoshi can, because if he's lying down like that when crouching, it would make sense for him to crawl.

DK shoul've also been able to crawl as he crawled under rocks in DKC's cave stages.

Charizard's got really tiny, weak arms. Only in his games, his arms got bigger and stronger in SSBB. wasn't Luigi doing that coward's crawl in Mario & Luigi: SSS, when he had to venture out on his own without Mario mid-game? No, he was just holding his head. |
