I still have this message on my 3DS. I check the notifications on the Home menu...
To our loyal customers, we would like to offer you 20 downloadable games from the Nintendo eShop at no charge. These free games are available to Nintendo 3DS owners who connect* to the Nintendo eShop at least once before 11:59 p.m. on aug. 11, 2011. You will automatically be registered as a 3DS Ambassador.
Starting Sept. 1, Ambassadors will be able to download 10 NES Virtual Console games at no charge and before they are available to the public. These games, including Super Mario Bros., Donkey Kong Jr., Balloon Fight, Ice Climber and The Legend of Zelda, are slated to become paid downloadable games, but Ambassadors get them early for free. Later in the year, once the paid versions of the games are available in the Nintendo eShop, Ambassadors can download any of the remaining games or any of the updated versions at no cost.
By the end of 2011, Nintendo will provide Ambassadors with 10 Game Boy Advance games. These include games like Yoshi's Island: Super Mario Advance 3, Mario Kart: Super Circuit, Metroid Fusion, WarioWare, Inc.: Mega Microgame$ and Mario vs. Donkey Kong. These games will be available exclusively to Ambassadors, and Nintendo currently has no plans to make these 10 games available to the general public on the Nintendo 3DS in the future.
More details about this program will be announced in the future.
* Wireless broadband connection required to access the Nintendo eShop.

Yeah, put mine in with the last the number and it didn't work, so I removed it and got my confirmation.
EDIT: It now works with the boxed number, so use that from now on.

Worth noting this is predominantly for American 3DSs only.
I just tried it and it came back "undetermined", so expect another update for the rest of us soon.

Each region will have its own checking webpage. I tried the JP one before the NA one went live, and the JP page said it couldn't read my SN. (JP version SNs don't start with 2 letters like the NA "CW" anyway; they start with 3. Also, at times I think I should have bought a JP version of 3DS, after all.)

I'm pretty sure I made it clear that it was for Americans only. I almost clicked on the "for Latin Americans, click here" button, but then I remembered that I got my 3DS in the US. I wonder if it would have made a difference... Too lazy to check now.

Huh, surprised there's not a post about this already... In case you didn't notice, you can now download all your NES games.
Go to the eShop, go into Settings > Titles You've Downloaded (this may have a different name in different regions) and scroll to find your NES games and Ambassador Certificate. "Redownload" them to receive them.
The Certificate also activates notifications about the GBA games when they become available.
The Japanese and US versions were available yesterday, while the European ones became available this morning.

Fun fact: this password doesn't work on the 3DS version. ;D Probably because its too glitchy for the emulator, rather than any censorship.

I thought it didn't work, but it actually crashes the 3DS, which says it's definitely nothing to do with censorship... I don't fancy trying it myself
