A cameo is a refere3nce to something. Diddy himself isn't a reference. But if he had his purple cloths from DKCV multiplayer, then that's a cameo.
But you are right, his look is a mix. He has the fur like the DKC games, but the rest of his design is from newer ones.

Diddy Kong's SSBB look isn't exactly based on his DKC looks. If it was, then he would have six toes (three on one foot). His SSBB look has ten toes (five on one foot), and it originated from the Donkey Kong titles by Paon (e.g. DK King of Swing, DK Jungle Climber, Donkey Kong Barrel Blast, etc.). The five-fingered, five-toed look originated from Mario Golf: Toadstool Tour, not and of the Paon DK games. Basically, the reason why Diddy was given an extra finger and toe comes from the fact that in Ancient Japan, you lost a finger if you messed with the Japanese Mafia, so a four-fingered man is not someone you want to hang around with, which is why only the Koopas and Kremlings (i.e. the VILLIANS!) are really depicted with four fingers as far as the Marioverse goes.

Cameos and references are not the same thing. Cameo: a minor part played by a prominent performer in a single scene of a motion picture or a television play.
