The official Mario Mania Players Guide verified this as Mario. Yeeeah... don't put too much stock in that. I'd believe Wikipedia before I believe old NoA stuff The same goes for old NoE stuff?

The theme song's catchy, very 70's. And the Takamaru artwork kicks ass, he's never looked better.

This game has a prolem: I don't like the inentionally bad artwork style. Hikari looks better in the SSBM trophy! The idea is good, but I guess the artwork style will probably kick me out from buying it. Do they write that for all ESRB-unrated games or does this finally mean that Captain Rainbow will make it to the west? Kirby has a "Rating Pending" rating, according to the ultimately unrealible site. Does this mean Kirby will ever come out?

Well, I read that "Rating Pending" means that a game has already been submitted to the ESRB. Hum, but it seems that people also just write that as a place holder even if the game will not come out in the foreseeable future. So still no news for a western release... thanks for answer, anyway.

Art style's bad for every character that's already in 3D somewhere, it feels like. The infantry and Takamaru look really good, am I alone here?

Not at all. In fact, I love the stylised design of all the characters so far. The game isn't trying to replicate them exactly on-model like the Smash games, but is uniting a disparate selection of characters under a single style. And it works great.
I don't think they're making the designs "intentionally bad" - they're just doing it their own way.
Although I do think Captain Rainbow himself looks like the artists phoned it in a bit...

I just noticed that there was another Captain Rainbow in the Sony-published PS3 game Go! Sports Skydiving released in February this year. Ew, I really like skip's Captain Rainbow more... Not that this game and the character would be very notable or anything, but for some reason, that guy pops up first when doing a Google image search for "キャプテン★レインボー".

The idea is good, but I guess the artwork style will probably kick me out from buying it. It won't for me. I have to agree with Fryguy. It's an unusual game, an unsual artwork style is quite right. Overall, I like the "true" and SSB appearances of the characters more than the CR incarnations, but for this game, those odd appearances fit well with the entire style of it. However, I've to admit that I didn't recognize that this blue creature with the hooked nose is the Devil/Demon before I read his name, deformed he looks. On YouTube (fourth trailer), I read comments that only "hardcore anime fans" would know the "bloody nose". I'm not such a fan, but I know the bloody nose nonetheless. Probably because edits on anime aren't as heavy in Germany as they are in the US (unless the German dub isn't based on the American one).
